eventLoopUtilization not available in perf_hooks.performance

What steps will reproduce the bug?

const { eventLoopUtilization } = require('perf_hooks').performance;
console.log('ELU', eventLoopUtilization)

How often does it reproduce? Is there a required condition?

No required condition that I know of; always been a problem as far as I know

What is the expected behavior?

output is: ELU [Function: eventLoopUtilization]

What do you see instead?

output is: ELU undefined

The documentation says that the API was added in v12.19.0, so it's expected that you don't find it in v12.18.4.
