remove dispatch_to from policy.rb #98
Description
its now just a part of operation.
leaving it in makes regulate_class_connection unusable outside of a policy file. I.e. you can't directly call regulate_class_connection in a model class.
need to make sure it doesn't break anything in operations or models elsewhere.
