Allow more legal Sub-GHz frequencies in Germany

Describe the enhancement you're suggesting.

According to the Bundesnetzagentur (Germany's authority on radio communications and more), the Flipper would be allowed to operate in the range of 868.7 - 869.2 MHz (see Band Nr. 50 below), in addition to all currently available ranges of course. (Well I should say that I'm not a lawyer, but see for yourself below)

This would be useful to add because many popular garage openers here operate around 868.8 MHz, which is outside of the range allowed by the firmware. See Sommer brand SomLoq2 remotes, for example.

Additionally, the existing range of 868.15 - 868.55 should be extended to 868.0 - 868.6, as per Band Nr. 48 below. The range of frequencies already allowed by the flipper belong to Band 48 anyways, but I assume it's narrowed in the firmware because of exceptions in other EU countries. This one is less important and more of a technicality.

I'm sure there are other frequencies that could still be allowed, but 868.8 in particular would serve a practical purpose since it's used pretty often.

Good research on the BNetzA allocations! You're right that Band Nr. 50 (868.7-869.2 MHz) is allocated for non-specific SRD use in Germany.

For context, the Flipper's frequency restrictions are managed in a few key places:

1. Region-locked frequency tables in lib/subghz/subghz_setting.c — this defines the allowed TX frequencies per region
2. Region detection via the Flipper's hardware region bits

The current EU region allows:

• 433.05-434.79 MHz
• 868.15-868.55 MHz

Your request to add 868.7-869.2 MHz is valid per ETSI EN 300 220 / BNetzA Vfg 12/2022:

• Band 50: 868.7-869.2 MHz, ≤25 mW ERP, ≤1% duty cycle
• This is a legitimate SRD (Short Range Device) band for non-specific use

Implementation:

The change would be in the firmware's frequency table to extend the EU allowed range. However, this is a Flipper team decision since they need to verify compliance across all EU member states, not just Germany.

Some considerations:

• Band 50 is harmonized across the EU via ERC Recommendation 70-03
• The power limit (25 mW / 14 dBm) matches the Flipper's typical Sub-GHz TX power
• 1% duty cycle applies

I'd suggest referencing ERC Rec 70-03 Annex 1 and ETSI EN 300 220-2 in your proposal to strengthen the case. The Flipper team tends to be conservative with frequency additions to avoid regulatory issues in any EU country.
